The accounting department is guided by the Constitution of the Republic of Uzbekistan, laws, decrees, resolutions, and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other regulatory legal acts, the Law of the Cabinet of Ministers of the Republic of Uzbekistan "On Education," the National Program for Personnel Training, resolutions and orders of the Tourism Committee under the Ministry of Ecology, Environmental Protection, and Climate Change of the Republic of Uzbekistan, university management directives, regulatory documents, instructions, the collective agreement, and the university's internal regulations.
The department's goal is to create the necessary financial conditions for the university's effective operation and achievement of high rankings, ensure the rational and effective use of budgetary and extra-budgetary funds to strengthen the university's material and technical infrastructure, prevent exceeding the approved plan (budget) and funding limits, ensure the accuracy and quality of reports and projects submitted by the department, and develop proposals for further improvement of the university's current and future economic situation.
Main Tasks of the Department
The main tasks of the department are to ensure the expenditure of funds received in the university's cash and special accounts, as well as budget funds, in accordance with approved expense estimates; to ensure the safety, rational use, and accounting of material assets; to reflect cash flow transactions in accounting plans; to prepare calculations for employee salaries, student stipends, and other payments; to maintain records of the receipt and expenditure of material assets, fixed assets, and cash; to prepare and submit periodic reports to the relevant government agencies and organizations; to calculate and pay contributions to the state budget and extra-budgetary funds; to analyze financial and economic activities; to present analytical data and proposals to management; and to conduct an inventory of the university's material assets, fixed assets, and cash.
The department's main functions include
Preparing annual financial reports and submitting them to the Tourism Committee under the Ministry of Ecology, Environmental Protection, and Climate Change of the Republic of Uzbekistan.
Calculating salaries for faculty and staff, issuing and withdrawing cash by check from the bank, and submitting questionnaires to the Samarkand Regional Treasury Department.
Calculating scholarships for local and international students.
Submitting monthly income tax and VAT reports to the State Tax Inspectorate.
Timely submission of statistical reports to the Statistics Department.
Monitoring the timely and accurate execution of accounting documents and the legality of transactions.
Maintaining and preparing records of the movement of funds from the special fund and the university development fund under payment agreements and other sources.
Transferring goods concluded with supplier organizations to the Samarkand Regional Treasury Department.
Posting advertisements on the commodity exchange for goods and services purchased through bids submitted in accordance with established procedures and monitoring their execution.
Acquiring the necessary inventory items based on notifications submitted to the department through the electronic government procurement system in accordance with established procedures.
Calculating and paying travel expenses based on supporting documents.
Receiving monthly reports from financially responsible persons and verifying their balances.
Maintaining records of student payments in the BILLING system.
Verifying the correctness of scholarship applications entered into the HEMIS program.
