International Joint Call “Uzbekistan–Iran” for Scientific Projects within State Science Programs
An international joint call “Uzbekistan–Iran” is announced for the submission of scientific projects implemented within state programs in cooperation with the Iran National Science Foundation of the Islamic Republic of Iran.
Submitted projects will be accepted in the following scientific fields in accordance with the requirements defined by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 133 dated March 9, 2020, “On measures to further improve the regulatory and legal framework for the development of scientific research and innovative activities”:

Project leaders must select the relevant direction of the Scientific and Technical Council under the Ministry based on their project’s field of research and submit the project accordingly.
Scientific teams wishing to participate must find an implementation partner from Iran and submit proposals aligned with the same topic and call requirements announced by both parties. Only projects with positive evaluation results from both sides at each stage will proceed to the next stage.
Project proposals will be accepted exclusively online through the Unified Intellectual Electronic Platform of State Science Programs (loyiha.ilmiy.uz) from December 4, 2025 to February 3, 2026.
Call Requirements
1. Eligible applicants are scientific entities with sufficient capacity and resources to conduct applied research.
2. The project leader may submit only one project.
3. For applied research projects, the minutes of the Scientific (Scientific-Technical) Council meeting must specify the important scientific result (final product, innovation, technology) expected from the project.
4. Only projects with a duration of up to 3 years will be accepted.
5. The average age of the scientific team (Uzbek side) should generally not exceed 45 years (calculated as arithmetic mean of all participants’ ages).
6. Information regarding the Iranian co-implementing organization must be attached to the proposal.
7. Proposal details must be submitted via the Unified Intellectual Electronic Platform (loyiha.ilmiy.uz) and approved by the responsible head of the implementing organization.
8. The total cost of the applied research project must not exceed USD 150,000 per side (equivalent to 4300 BHM for the Uzbek side (note: 1 BHM = 412 000 UZS)).
9. Projects aimed at developing software, information systems, integrated platforms, or mobile applications must ensure:
- Registration of the software with the Intellectual Property Department of the Ministry of Justice and obtaining a certificate for computer programs.
- Sustainable operation and data updates after project completion.
- Inclusion of at least three years of hosting and domain (or mobile store placement) costs under “other similar project expenses.”
Note:
1. Information regarding the review results of submitted projects at each stage will be provided in the personal account of the project leaders on the Unified Intellectual Electronic Platform of State Science Programs (loyiha.ilmiy.uz).
2. Projects submitted to the call will undergo expert evaluation in accordance with the requirements defined by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 133 dated March 9, 2020, “On measures to further improve the regulatory and legal framework for the development of scientific research and innovative activities.”
3. Project proposals must be submitted through the project leader’s personal account registered in the identification system for individuals engaged in scientific and innovative activities (id.ilmiy.uz). Proposals submitted by project performers or individuals other than the project leader, as well as proposals not approved by the responsible deputy head of the implementing organization, will not be accepted for the call.
