STUDENT SERVICE – “REGISTRAR OFFICE” ACTIVITIES
The Registrar’s Office of the Silk Road International University of Tourism and Cultural Heritage (hereinafter referred to as “the University”) is a structural division of the University responsible for forming students’ academic records in the system, organizing the educational process and student services, ensuring transparency and openness in academic activities, preventing bureaucratic obstacles, generating analytical data, and optimizing decision-making processes.
The Office operates in accordance with the Constitution of the Republic of Uzbekistan, the Law “On Education”, decrees, resolutions, and orders of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers, decisions and orders of the Ministry of Higher Education, Science and Innovation, the University Charter, resolutions of the University Council, orders of the Rector, and the present Regulation.
The Office is headed by a Director appointed and dismissed by the Rector. The Director reports to the Vice-Rector for Academic Affairs and cooperates with faculties, departments, the educational-methodological department, and other academic units.
Given the nature of its services, the Office provides most services within three working days.
DUTIES OF THE STUDENT SERVICE (FRONT OFFICE) DIVISION:
1. Student Service Sector:
· Providing information about class schedules;
· Assisting with applications for course retakes;
· Providing information about current, midterm, and final assessments;
· Generating invitation letters for part-time and distance education students;
· Issuing academic transcripts and records;
· Providing lists of exams;
· Assisting with applications for transfer or reinstatement of studies;
· Assisting with online applications for second higher education;
· Assisting with online applications for master’s degree programs;
· Issuing student ID cards and dormitory certificates;
· Providing GPA statements;
· Resetting passwords in the HEMIS information system;
· Assisting students in obtaining medical insurance;
· Providing consultation on admission and transfer procedures;
· Providing information about available university services and resources;
· Preparing documents for temporary registration of students living in dormitories.
2. Scientific and Innovation Activities Sector:
· Providing information about grants and competitions;
· Providing information about scientific conferences;
· Assisting with registration of innovative ideas and startups;
· Providing information about named scholarships and assisting with applications;
· Consulting on scientific projects;
· Assisting with membership in the “Mentor-Apprentice School”;
· Promoting university scientific conferences, seminars, and innovation events among students;
· Providing information about scientific circles and offering practical support.
3. International Relations and Academic Mobility Sector:
· Issuing English-language certificates of study;
· Providing information on international grants and mobility programs (domestic and foreign HEIs);
· Registering foreign students in the electronic system and assigning them to subjects;
· Consulting on studying abroad;
· Providing visa services for foreign students;
· Issuing tuition contracts for international students;
· Assisting with temporary registration of international students in Uzbekistan;
· Consulting on admission of international students and reviewing required documents;
· Providing information on the academic process for foreign students;
· Providing information about joint educational programs and promoting them;
· Providing information on El-Yurt Umidi scholarship programs and other foreign opportunities;
· Providing information about internationally ranked universities (QS, THE, Green Metric);
· Providing information on agreements and memorandums signed at international forums;
· Providing information about foreign language courses.
4. Accounting and Marketing Sector:
· Collecting and entering information on employed graduates;
· Determining and issuing tuition contract amounts, and assisting with applications;
· Preparing stipend orders based on academic results and scholarship commission protocols;
· Determining and approving retake fees for academically indebted students, and assisting with applications;
· Assisting with rental subsidy applications;
· Assisting with dormitory accommodation applications;
· Providing employment counseling for students;
· Creating a list of potential employers and sharing it with students;
· Preparing and issuing all necessary documents for graduate employment (placement order, commission decision, personal distribution record).
