The Human Resources Department of the "Silk Road" International Tourism and Cultural Heritage University (hereinafter referred to as the University) was established in accordance with the Decree No. PQ-3815 of the President of the Republic of Uzbekistan dated June 28, 2018, "On the establishment of the 'Silk Road' International Tourism University," and the decision of the University's Board of Trustees.

 Our duties

  • The department is a structural subdivision of the university, responsible for ensuring the availability of highly qualified personnel capable of performing the tasks and functions assigned to the university, placing them in appropriate positions, forming a reserve of personnel, and carrying out activities related to working with them.

  • In accordance with the order of the Ministry of Poverty Reduction and Employment of the Republic of Uzbekistan "Approval of the Model Regulation on Conducting a Competition during the Hiring Process" No. 52-2023/B, dated August 14, 2023, it organizes the search, recruitment, and selection of qualified specialists, as well as the hiring of candidates based on interviews or competitive selection.

  • Formalizing labor relations documents with employees: Ensuring the proper documentation and formalization of labor agreements and other employment-related documents.

  • Developing and maintaining a database of necessary information about university employees: Creating and updating a database containing relevant employee details.

  • Monitoring compliance with labor legislation: Ensuring that all labor relations with employees comply with the requirements of the Labor Code of the Republic of Uzbekistan and other labor-related legal documents.

Our goal:

  • Broad privilege in the composition of the professorial-teaching staff and other colleagues of highly professional pedagogical staff, possessing legal and political culture, creative thinking, honest, conscientious and qualified staff;

  • ensuring the execution of documents on labor relations between the university and employees;

  • formation of the necessary database of university employees;

  • participate in the development of proposals for changes in the organizational structure and state registration of the university;

  • Monitoring compliance with labor legislation in relations with employees.

  • The department performs the following functions to fulfill its assigned tasks:

  • ensure the selection and placement of employees for relevant positions on a transparent basis, in accordance with the organizational structure of the university;

  • ensure that the recruitment of employees on a competitive basis, their transfer to another job, and the termination of employment contracts concluded with them are formalized in accordance with the requirements of labor legislation;

  • familiarize newly hired employees with all local documents of the university and monitor their compliance;

  • ensure that newly hired employees acquire general and professional skills;

  • maintain and store employee work books (my.mehnat.uz), personal document collections, file cabinets, and other documents that are kept in strict records;

  • formation of a reserve of university management personnel;

  • preparation of statistical reports on the personnel composition of employees;

  • control over the implementation of the requirements established by labor legislation, the employment contract, the university collective agreement and the employee's job description in relations with employees, and make proposals to the university rector on the need to apply incentives and disciplinary measures to employees within the scope of their powers;

  • prepare, in accordance with the established procedure, documents related to recommending employees who have shown particular exemplary performance in their work for state awards, honorary certificates and other types of awards;

  • organize control over compliance with labor discipline by employees, prepare draft orders on the consideration of disciplinary liability issues;

  • draw up disability certificates in accordance with the established procedure, prepare necessary documents in connection with the appointment of pensions to university employees;

  • Providing relevant advice to university employees and prospective employees on the tasks assigned to the department, ensuring that citizens' appeals are considered and appropriately responded to.
