Planning and Finance Department

The Planning and Finance Department operates based on the Constitution of the Republic of Uzbekistan, the Law “On Education,” the National Program for Personnel Training, decisions and decrees of the President of the Republic of Uzbekistan on the provision of qualified personnel for economic sectors, the current Labor Code, legislation, and relevant regulatory legal documents in the field of education.

The department is responsible for improving its activities, ensuring adequate funding to socially protect the university community, taking necessary measures to strengthen the university’s material and technical base, ensuring the rational and efficient use of university funds, financing within the framework of budget projects drawn up to improve the technical condition of buildings, ensuring that reports and projects submitted by the department are accurate and of high quality, strictly monitoring compliance with approved plans and limits, organizing continuous efforts to improve the university’s economic situation, and maintaining control over these processes.

Main Tasks of the Department

The main tasks of the department include improving the university’s economic, financial, and administrative activities, preparing the income and expenditure estimates of budgetary and extra-budgetary funds, conducting economic analysis, controlling the accurate maintenance of the standard staffing schedule, and ensuring the continuous financing of university activities.

Main Functions of the Department

  • Preparing, approving, and registering annual budget and extra-budgetary fund estimate projects and submitting them to the Tourism Committee.

  • Developing and approving the university’s budgetary and extra-budgetary staffing schedules, and monitoring compliance with staffing discipline.

  • Setting and approving the prices for educational and other services provided by the university, preparing annual income forecast plans, and analyzing their implementation status.

  • Compiling quarterly and annual expenditure reports and submitting them to the ministry and statistical agencies.

  • Conducting expert reviews and economic analysis of financial decisions and directives as instructed by the university head or an authorized representative.

  • Monitoring the use of university budgetary and extra-budgetary funds and compliance with budgetary discipline.

  • Ensuring sufficient funding to support the social protection of university staff and students.

  • Implementing necessary measures to strengthen the university’s material and technical base.

  • Supporting the rational and efficient use of university funds.

  • Ensuring that reports and projects submitted by the department are timely and of high quality.

  • Continuously working to improve the university’s economic situation.
