REGULATION on the Primary Organizations of the Youth Union of Uzbekistan at the ‘Silk Road’ International University of Tourism and Cultural Heritage

Chapter 1. General Provisions

  1. This Regulation defines the status, main objectives, functions, rights and obligations, as well as the organizational foundations of the activities of the primary organization of the Youth Union of Uzbekistan in a higher education institution (hereinafter referred to as the primary organization).

  2. The primary organization is established at the initiative of at least five young people who support the goals and objectives of the Union and is registered by the territorial Councils of the Union.

  3. The primary organization is the lowest structural unit of the Youth Union of Uzbekistan operating within a higher education institution, aimed at fostering students in a spiritually, morally and physically developed manner, strengthening their ideological outlook, protecting their rights and interests, and increasing their social activity. In its activities, it is subordinate to the Central, territorial and local Councils of the Union.

  4. The primary organization carries out its activities in cooperation with the administration of the higher education institution and other structures within the institution.

  5. In its activities, the primary organization is guided by the Constitution and laws of the Republic of Uzbekistan, decrees, resolutions and orders of the President, resolutions and orders of the Cabinet of Ministers, the Charter of the Youth Union of Uzbekistan, this Regulation, as well as other legal acts.


Chapter 2. Goals and Objectives of the Primary Organization

  1. The main goal of the primary organization is to protect the rights and interests of students in higher education institutions, strengthen their ideological outlook, provide comprehensive support to talented youth, increase their social activity, organize meaningful leisure time, and assist in the implementation of their initiatives.

  2. The main objectives of the primary organization include:

  • preparing proposals on practical measures aimed at supporting students and protecting their legal rights and interests;

  • organizing social and legal protection of students in need, including orphans and those deprived of parental care;

  • participating in the social rehabilitation and adaptation of students affected by or prone to offenses;

  • educating students in the spirit of patriotism, devotion to the Motherland, national values, religious tolerance, interethnic harmony, and family values;

  • explaining civil rights and obligations defined by the Constitution and laws;

  • informing about the essence of reforms implemented in the field of state youth policy;

  • reviewing students’ appeals and problems and assisting in their resolution;

  • promoting deep learning, foreign language acquisition, mastering modern ICT, and career guidance;

  • identifying, supporting, and encouraging talented youth;

  • organizing clubs and circles that develop intellectual and creative abilities;

  • promoting reading culture and encouraging reading habits;

  • forming ideological immunity against harmful influences under the guise of “mass culture,” information attacks, religious extremism, missionary activities, and radical ideas;

  • developing youth tourism, organizing visits to historical monuments, sacred sites, museums, theaters, and facilities built during the independence period;

  • promoting sports, especially among female students, and creating conditions for their participation in sports competitions;

  • organizing awareness campaigns to improve medical culture, including disease prevention;

  • enhancing ecological culture through environmental protection, rational use of natural resources, and support for ecological initiatives.


Chapter 3. Rights and Obligations of the Primary Organization

  1. The primary organization has the right to:

  • participate in educational, upbringing, and other processes aimed at protecting students’ rights and interests;

  • obtain necessary information from responsible staff and teachers and carry out monitoring;

  • study the quality of classes, teacher-student relations, and the activities of libraries and sports facilities, as well as conduct social surveys;

  • submit proposals to the rector and higher organizations regarding students’ issues and initiatives;

  • fully utilize the conditions of the higher education institution and organize clubs and circles with youth participation;

  • ensure funding of activities included in the work plan by the higher education institution;

  • establish additional structures in accordance with the established procedure;

  • disseminate and promote information about its activities;

  • exercise other rights предусмотренные нормативно-правовыми актами.

  1. The primary organization is obliged to:

  • operate in accordance with current legal acts, as well as local documents of the Youth Union and the higher education institution;

  • comply with established rules and regulations;

  • fulfill instructions and assignments of the Ministry of Higher Education, Science and Innovation, higher Councils of the Youth Union, and the administration of the institution;

  • submit quarterly reports to the relevant territorial Council and the institution’s administration;

  • properly use allocated premises, material and technical resources, and funds;

  • assist the institution in educational, upbringing, and other activities.


Chapter 4. Organizational Structure of the Primary Organization

  1. The organizational structure includes:

  • general assembly;

  • Youth Council;

  • faculty coordinators;

  • academic group coordinators;

  • structural units (clubs, circles, associations, movements, etc.).

  1. The general assembly is the governing body of the primary organization. A reporting assembly is held at least once a year, and an authorized general assembly at least once every two years. The decision to convene is made by the Youth Council, and the agenda is announced at least two weeks in advance.

  2. The general assembly:

  • considers all issues related to the activities of the organization;

  • makes decisions on reorganization or termination;

  • hears reports from the youth leader, Youth Council members, and faculty coordinators;

  • elects the Youth Council.

Decisions on reorganization or termination are adopted by two-thirds of delegates, while other decisions are adopted by majority vote.

  1. The Youth Council is the governing body between general assemblies and is elected for a term of two years, consisting of at least 7 members.

  2. The Youth Council includes:

  • youth leader;

  • coordinator of intellectual projects;

  • coordinator of “five initiatives” projects;

  • coordinator of military-patriotic projects;

  • coordinator of entrepreneurship and innovation projects;

  • coordinator of the “Youth Notebook” and sponsorship programs;

  • coordinator for female students.

  1. The youth leader:

  • manages the activities of the primary organization;

  • coordinates all leaders within the system;

  • supports proposals and initiatives;

  • protects the rights and interests of students;

  • represents the organization;

  • submits reports and information to higher authorities and administration;

  • ensures proper use of resources;

  • participates in councils, working groups, and commissions.

  1. The youth leader serves as an advisor to the rector on youth affairs and reports directly to the territorial Council and the rector.

  2. Faculty coordinators are elected from among faculty students by open voting.

  3. Academic group coordinators are elected in groups of at least 20 students or otherwise by course/field.

  4. The organization may establish clubs, associations, volunteer groups, and other structures, led by relevant coordinators.


Chapter 5. Election of the Youth Leader

  1. The youth leader is elected by open vote at the general assembly.

  2. Candidates may be nominated by faculty Youth Councils, student initiative groups, and in coordination with the rector.

  3. Candidates are recommended by the rector and sent to the territorial Council’s selection commission for interview.

  4. Candidates who pass the interview may participate in elections.

  5. A candidate must:

  • be under 35 years old;

  • be a student, master’s student, doctoral student, or faculty member;

  • possess leadership, public speaking, initiative, and dedication qualities;

  • have management and organizational skills;

  • be aware of harmful ideologies and threats;

  • have full knowledge of youth policy and educational legal frameworks.

  1. Candidates are given 10 days for campaigning. The candidate with the highest votes is elected for a 2-year term.

  2. Elections may be covered in media and social networks.


Chapter 6. Material Support

  1. The institution provides office space, furniture, computers, printer, projector, screen, camera, and office supplies.

  2. Activities are included in the institution’s general work plan.

Chapter 7. Termination of Activities

30.    If there are justified grounds for termination, the activities of the primary organization shall be discontinued in accordance with the established procedure by a decision of the general assembly.
